Lavanyapuri was a town on the frontiers of the kingdom of Laksha. One evening, a group of outlaws descended upon the town, striking terror into the hearts of its citizens after sunset. They harassed the townspeople and stripped them of their valuables as they traversed the streets.

In response to the chaos, the Governor of Lavanyapuri issued an order prohibiting citizens from venturing out into the streets after dark. The consequences of this ban were significant; theaters closed their doors, and shopkeepers were left without business.

Upon learning of the situation, the king received a report detailing the Governor’s actions. He wrote to the Governor, saying, “You are wise to pass the ban order. I congratulate you. However, I suggest a slight change: the citizens have the right to use the roads even after sunset. Therefore, the ban should not apply to them but to the outlaws!”

Feeling ashamed of his mistake, the Governor mobilized his police force and made every effort to pursue and capture the outlaws. Soon, peace was restored, and normalcy returned to the town of Lavanyapuri.
